Chittenden County lead the way with 4 followed by Windham, Rutland and Franklin Counties with 3 each. There were new foreclosure filings for every 1 in every 18,485 housing units in Vermont in September. Compare that to Nevada 1 in every 118. Arizona had 1 in every 305.
